Two Santa Rosa Men Arrested for Human Trafficking and Cruelty to Children Near Laytonville Yesterday

Yesterday afternoon law enforcement conducted a traffic stop near Laytonville and discovered what was believed to be a human trafficking situation resulting in the arrest of at least two men and the release of two children to the custody of Mendocino County Child Protective Services.

Scanner traffic around 4:00 p.m. indicated California Highway Patrol requested Mendocino County Sheriff’s Office deputies to Highway 101 south of Laytonville where two children were found in the company of three men.

Mendocino County Sheriff’s Office Captain Greg Van Patten confirmed that deputies provided an agency assist finding three adults and two juveniles at the scene. As to what might have initiated the law enforcement interaction that resulted in the discovery, Captain Van Patten suggested a traffic stop. He could not provide any further details because CHP is the lead agency.

MCSO Booking Logs indicate that two Santa Rosa men were booked on charges of human trafficking and cruelty to children yesterday evening.

The two men charged with “human trafficking to obtain forced labor or services” and “cruelty to child-inflict injury” are 36-year-old Abraham Sumano Casillas and 23-year-old Fernando Francisco.

According to the booking logs, a third man was booked into the county jail at approximately the same time as Casillas and Franciso but his charges have yet to be posted.

It is important to note that these charges have not been proven in a court of law and any person charged with a crime should be presumed innocent until proven guilty.
