The following is a press release from the Lakeport Police Department. The information has not been proven in a court of law and any individuals described should be presumed innocent until proven guilty:

On February 2, 2025, at approximately 7:45 a.m., officers from the Lakeport Police Department arrested Joshua Jacob Tovar, 33, of Lakeport, on a charge of homicide in connection with the death of Vicente Colacion, 32, also of Lakeport. The incident occurred on the evening of January 31, 2025, at Library Park.
Investigators believe the fatal encounter stemmed from an earlier physical altercation between Colacion and Parker John Coggins, 27, of Lakeport, at a local drinking establishment. Coggins was initially arrested on a homicide warrant on February 1, 2025. However, following further investigation, his charges have been amended to assault with a deadly weapon for his alleged role in the violence at Library Park before Colacion was ultimately shot and killed.
This swift and thorough investigation was the result of the dedicated efforts of the Lakeport Police Department, whose personnel worked tirelessly to identify Tovar as a suspect. Their efforts led to the issuance of a Ramey Arrest Warrant and Tovar’s subsequent booking into the Lake County Jail.
We extend our gratitude to the Clearlake Police Department, the Lake County Sheriff’s Office, and the California Highway Patrol for their invaluable support throughout this investigation. Their collaboration played a crucial role in bringing this case to resolution.
