Clearlake Man Arrested for Felony Hit and Run Leaving Pedestrian With Broken Neck

The following is the complete press release issued by the California Highway Patrol Clear Lake Office. This has not been proven in a court of law and any individuals described should be presumed innocent until proven guilty:

On February 14, 2024, at 2012 hours, California Highway Patrol (CHP) officers assigned to the Clear Lake Area office responded to a hit and run traffic collision involving a vehicle versus pedestrian.  The collision occurred on State Route 20, just east of Bridge Arbor Drive, in an unincorporated area of Lake County (Upper Lake). A preliminary investigation indicated a blue SUV (Vehicle #1) struck the pedestrian (Party #2) who was walking south and was within the eastbound lanes of SR-20. Vehicle #1 fled the scene on eastbound State Route 20. Party #2 would be transported to Sutter Lakeside Hospital in Lakeport with major injuries. Initial investigation efforts led officers to an address associated with Vehicle #1, but no vehicle was located at that time.

On February 15, 2024, at 1725 hours, Ukiah Communications Center (UCC) received a phone call from Party #1 (Oscar Rosas) relating he wanted to turn himself in to law enforcement and his blue Ford Escape was involved in the collision. CHP officers responded to Party #1’s address in Clearlake where Vehicle #1 was located with damage consistent with the hit and run traffic collision. Party #1 would subsequently be arrested for felony hit and run at 1832 hours where he was transported and booked into Lake County Jail.
