Fatal Overdose Leads to Homicide Arrest: Lake County Takes a Stand Against Fentanyl

The following is a press release from the Lake County Sheriff’s Office. The information has not been proven in a court of law and any individuals described should be presumed innocent until proven guilty:


On November 10th, 2023, the Lake County Sheriff’s Office was dispatched to a coroner’s case at Sutter Lakeside Hospital regarding the death of Illeanna Frease, a 17-year-old Native American female. During the initial coroner’s investigation, it was believed Illeanna died from an overdose.

An autopsy was conducted, and once toxicology reports were received in February 2024, it was determined that Illeanna had overdosed from a combination of fentanyl and alcohol. With the confirmation of the toxicology results, the Sheriff’s Office Major Crimes Unit initiated a criminal investigation to determine who provided the fentanyl to Illeanna.

Throughout the investigation, detectives interviewed witnesses, authored search warrants, and reviewed digital data from cell phones and social media. Based on the evidence, it was determined Joe Boggs Jr., age 27, of Lucerne, was responsible for providing the fentanyl to Illeanna, which ultimately led to her death.

The Sheriff’s Office Major Crimes Unit held a briefing with the Lake County District Attorney’s Office, and it was determined Boggs Jr. would be prosecuted for the murder of Illeanna.

On June 13th, 2024, detectives obtained an arrest warrant for Boggs Jr. On June 14th, 2024, Major Crimes Unit Detectives arrested Boggs Jr. in Lakeport for 187 PC- Second Degree Murder, 11351 H&S- Possession for Sales, 11352 H&S- Transportation of a Controlled Substance for Sale, and 11380 H&S- Furnishing a Controlled Substance to a Minor. Boggs Jr. was transported to the Lake County Jail, where he was booked into custody with a bail of $1,000,000.00.

Within the last few years, law enforcement agencies across California and the country have successfully investigated and prosecuted fentanyl homicide cases. Illeanna’s case is Lake County’s first arrest for a fentanyl homicide. The Lake County Sheriff’s Office will continue to combat the fentanyl crisis in Lake County and hold fentanyl dealers accountable. The Lake County Sheriff’s Office wants to extend its condolences to Illeanna’s family and friends.

    I have had so many friends, family members overdose and the deaths I couldn’t even count. I’ve never tried because I don’t wanna know. I’ve seen and read about the overdoses and death as well. this is epidemic proportions everywhere. My daughter is addicted still and I moved 2000 miles away last year. She’s 38 and I still worry about her. All these dealers and anybody put them all in Shell at whatever degree the charges are I don’t care we’ve got to start somewhere and there we go good job Lake county, make an example out of this guy and every overdose and death after this, if you can go get them, we’ve got to save the addicts,,,,if there is no supply, the Demand will go down and treatment will hopefully happen now with this arrest and hopefully Mendocino county can follow suit which is where I’m from. good job Lake county

    • “if there is no supply, the Demand will go down” Sorry, it just doesn’t work like that. Prohibition is a fine example of want happens when there is no supply. As long as people have holes they can’t fill, there will be demand.

    • the people choosing to do the dope should also be held accountable. I mean, your daughter is 38, there is nobody to blame other than her for her drug habit. If they wont willingly get sober, they should be locked up too! Often times there are no repercussions for their choices and actions. Just a slap on the wrist.

  2. What about everyone else who died from overdosing shouldn’t they have justice as well. Many others and just because it’s Indian against Indian they want to make an example out of him. Wow. You white people must not go into your own back yards to busy in there’s

    • My ( white niece) as you like to put it overdosed on fentanyl and was found on Mother’s Day. She left behind 5 kids and no one has ever even been looked at or into for who sold/gave her the fentanyl she died from. Instead of playing the race card just maybe you should be thankful Lake County is prosecuting period! I do t care what skin color the person is that my niece got it from. Nor should you either. This isn’t about tace, this is about what’s right and I wish Yuba County would do the same.
