19-Year-Old Woman Dies in Lake County After Intoxicated Santa Rosa Man Loses Control of Off-Road Vehicle

The following is a statement issued by the California Highway Patrol in Clearlake. The information has not been proven in a court of law and any individuals described should be presumed innocent until proven guilty:

On January 16, 2021, at approximately 4:33 pm, Torres was driving his 2019 Honda Talon Off-Highway Vehicle (OHV) in the Indian Valley Reservoir area. Velasquez was seated in the right seat, with Karan seated on her lap. Torres was traveling in an easterly direction within the reservoir when he went over a large dip in the roadway, causing Torres to lose control. The OHV subsequently rolled over, ejecting Karan. Karan sustained major injuries when she collided with the ground and subsequently succumbed to her injuries at the scene. Officer Buchholz arrived on scene and determined that Torres was operating the OHV while under the influence of an alcoholic beverage. Torres was placed under arrest and booked into the Lake County Jail. Velasquez sustained minor injuries and was transported by ambulance to Sutter Lakeside Community Hospital.
