Fort Bragg’s Officer Frank Honored for Major DUI Enforcement Success

Officer Jarod Frank of the Fort Bragg Police Department has been recognized by Mothers Against Drunk Driving (MADD) California for his exceptional efforts in removing 44 impaired drivers from the road in 2023.

Natasha Thomas, NorCal Area Executive Director for MADD, highlighted the importance of these “invisible victories,” emphasizing the lives saved by stopping DUI drivers before any tragic incidents occur. 

FBPD Chief Neil Cervenka told us Officer Frank has worked for the agency for 3.5 years after moving to the Mendocino Coast from Sacramento. Officer Frank “has a passion for traffic safety and has become an expert in the identification of DUI drivers”, Chief Cervenka explained.

The shift Officer Frank work does play a role in his high number of DUI arrest, Chief Cervenka recognized. “He was on dayshift most the year, but many of the DUI’s were at night when Officer Frank was participating in special DUI Enforcement paid for with a grant.”

Chief Cervenka noted that of all the DUI stops Officer Frank has ever initiated, the highest recorded blood alcohol concentration (BAC) was 0.28%, detected at 3:15 on a Thursday afternoon. 

Officer Frank’s notable statistics for the year include:

  • Seventeen DUI arrests were twice the legal limit or greater
  • Seventeen arrests were for daytime DUIs
  • Nine arrests were individuals on DUI probation (only one was a prior arrest by Officer Frank)
  • Eight arrests were for DUI involving drugs or a combination of drugs and alcohol
  • Three arrests were for wrong-way driving
  • Two arrests involved drivers with children in the car, resulting in additional child endangerment charges

  1. Fort Bragg has a big drunk driving problem. Everyday dozens of habitual drunks visit the bars and then drive home. Even more getting liquored up at home and heading to the store for another six pack. It is part of the town culture. As usual I expect some of of the drunk driving enthusiasts and their friends will soon post some comments disparaging officer Frank. The mere mention of officer Frank’s name seems to be a lightning rod for the disdain of drunk drivers and gang members.

    Lately when I come into town I notice the police are very active, heads on a swivel and eyes peeled. Keep up the good work Jarod.

    • I’m neither a drunk or a gang member (I don’t even drink) frank had stopped me 17 times in 20 days and every time made me do a field sobriety test rather than just letting me blow the breathalyzer thus wasting hours of my time as the average time of engagement was 45 minutes (45×17= 765 minutes or 12 hours and 45 minutes total) just because I was driving out of north harbor where I was working at the time, obviously harassing/ profiling every time

  3. Todd Peckerman you sure sound a lot like Cervenka. There is an article written on June 1 2024 written by Sarah Reith. In their Cervenka is saying this town has a drinking problem. This whole county and state has a drinking problem where the fuck have you been Todd. How many of thoses dui have been thrown out because of his lies. So Todd or should I say Cervenka should there be a bill saying no sale of alcohol in Fort Bragg. What about the cannabis dispensaries in city limits? That’s just as bad as alcohol. I’m sure you had your buddy Bernie contact Mendofever to post dumd fuck Frank because of all the the post about him. So how you’re just painting Frank as this hero. Haha him make captain or cheif the only thing Frank and Beak will make is on the Megan’s law website.

    • I spoke with Kalina Law (good friend of mine) and he actually said Frank has a 90-95% conviction rate lol. I think he’s doing good work. Now officer Beak is a different question. I understand he’s had relations with females who have been selling drugs etc.

      • At 90%, that means 1 in 10 could afford to challenge the stop. If we all had a spare 5-10 thousand laying around I bet way more of jd franks stops would be challenged.

        • They might get challenged, that doesn’t mean there dismissed though. Frank is actually an pretty solid guy. Stopped me for speeding, cited me, however was friendly and understanding the entire time. I have no issues with him and if you’re drunk, you shouldn’t be driving either way.

      To address your profane hysteria:
      Fort Bragg does have a major drunk-driving problem. Sure dui is a statewide issue, but in fort bragg it is a celebrated part of the local “culture”. The DUI numbers reflect that reality, and I think the PD should only intensify its efforts to cite drunk drivers in the town.
      Cannabis dispensaries may sell intoxicants, but there is no on-site consumption in fort bragg. So I’m not as worried about those businesses generating intoxicated drivers. Local bars are a different story. I think alcohol should be available, but I wish these bars would be more careful about over-serving their patrons. The bars are afterall legally responsible for the drunks leaving their establishments. You can get lunch at the Chinese restaurant and watch the regular noon-time drunks stumble out of welcome inn and golden west and swerve off in their vehicles. There are worse bars in town that cater to the most hardcore drinkers— milano hotel proudly opens their doors at 7am to help their most loyal customers stave off the shakes. Lots of hard drug use and dealing occurs at these bars, too.

    • Same here! I was addicted to drugz; Frank stopped me and actually introduced me into a rehab facility. 114 days sober and counting. Frank has touched many peoples lives in a positive way. thank for the extra chance frank i wont let u down.

You can literally google every person on there making comments and see there booking photo for everything from child abuse to dui (shocker). Joe had carried this vendetta for JD Frank for nearly two years after Frank exposed Joe for the alcoholic abusive person he is.

  8. I don’t like Frank. In fact, I don’t like any cops. I don’t like the entire carceral system and would like to see it abolished. I don’t know Frank as a person, but from everything I’ve heard through local word of mouth he comes off as a decent kid who let’s the power of his position get to him, sometimes to do something good, sometimes to misuse ad abuse that power. It is simply something that is inherent in the power dynamic of the police in comparison to the populace.
    The real problem, as is with nearly all of this country, is a total lack of public transportation and dense, walkable housing. I’ve been cited by Frank for drinking a beer in public. I was not visibly drunk in any physical or verbal way, yet the action of drinking in public is treated with a similar severity as a DUI. Every aspect of our lives, especially in this rural area, is dominated by our cars and trucks. Enforcing DUIs without any material or structural change means little more than a continuous stream of cash for the police dept.
    You want to actually get drunk drivers off the road? (Let me be clear, I am a full advocate of bringing that number as close to zero as possible) Speak up at these city council meeting and demand that vacation rentals be banned city wide and a promise, with accountability, to use more of the general fund toward public transportation.

    • It’s always the folks that don’t like cops that seem so eager to impose their own style of enforcement. Seems they envy the authority a badge brings, but they can’t or won’t commit the effort to earn it. Kind of ironic. If you don’t want a ticket for drinking in public then don’t drink in public. Same with driving under the influence. It is that simple.

      Short term vacation rentals are already banned in city limits, not that has anything to do with the local dui culture. We have public transportation, but it is barely used. Hard to make a case for pouring more money into a service that people don’t seem to want. Law enforcement is proving effective in Fort Bragg, so let’s fund more of what already works.

      • Acheya, you are complaining about receiving a ticket for drinking in public… in my 50 years of life, I’ve never gotten a ticket for drinking in public… yet alone had more than 4 law enforcement contacts! if you don’t break the law, you won’t be contacted its that simple! Sounds like your a sovereign citizen or close to it. I hope you don’t dial 911 when you need help.

        • DUIs disproportionally affect the poorest people in our communities. In a town that promotes drinking as a tourist attraction, we should be addressing this issue from that material aspect. Having a parking lot behind 2 of the most well known bars in town only invites people to drink and drive because overall it is more likely that someone will get home outside of a cops pervue than walking home while drinking. The ability of police to infer that actual problem of situation from the letter of the law has been stripped from them in the favor of higher amounts of tickets given out. In no reasonable world do I, casually drinking beer while walking to the store on a hot day, present the same danger to people as a person driving while intoxicated.

      • Of course no one uses a service that can’t pick up anyone from Dick’s past 6 at night. If you knew anything about how public transit works you would know that any increase in service area takes time to develop a ridership, even when that ridership is already in demand. Housing is absolutely a part of this conversation. An apartment on Oak is a hell of a lot easier to access on foot than a cabin anywhere on Simpson Lane. I care about people don’t putting other people at risk. I could not care less if that is done through a badge or through infrastructure. The evidence, if you cared to look it up, is clearly on my side. And yes, I will include data if you would like.

  9. Drinking & driving is dangerous, selfish & stupid! Walk, get a ride, or don’t drink! What bugs me is the “special dui enforcement paid for with a grant”. Sounds like there was extra motivation in the form of a monetary reward to get as many dui as possible. Which, in my opinion, would undoubtedly lead to profiling, illegal stops, & rights violations. I’m all for getting drunk drivers of the road. I’m not okay with questionable tactics, motivation or reasoning in doing so, outside of the obvious.

I’ve done ride alongs with MCSO and they even talk about how amazing Frank is at stopping DUI drivers before they kill somebody.   13. Well, congratulations to Officer Frank! In my experience, he’s everything we could hope for in a community police officer. He’s handled several matters on my street with speed and skill, including a big black bear! He struck me as super smart and kind. I’m sure he has a great future ahead of him and hope he has it in Fort Bragg!
