[UPDATE]Mendocino County will be on California State COVID-19 Watchlist by Tuesday

According to Mendocino County’s 2nd District Supervisor John Haschak, he has received confirmation from CEO Carmel Angelo and Public Health Officer Dr. Noemi Doohan that this Tuesday, July 28, Mendocino County will be officially added to the State of California’s COVID-19 watchlist. This designation is applied to counties experiencing certain benchmarks that indicate a surge in COVID-19 cases.

This watchlist was developed by the California Department of Public Health to assess individual counties and identify troubling trends in viral spread.

Three categories of assessment were developed by the California Department of Public Health that would trigger a county’s designation on the watchlist including “elevated disease transmission,” increased hospitalizations,” and “limited hospital capacity.”

The “elevated disease transmission” benchmark includes two specific metrics: more than 100 cases per 100,000 population over a two-week period and more than 25 cases per 100,000 population, combined with a positive test rate of more than 8%.

The “increased hospitalizations“ benchmark is met if the number of patients hospitalized with COVID-19 increases by more than 10% over a three-day average.

The “limited hospital capacity” benchmark is met if ICU bed availability falls below 20% and ventilator availability falls below 25%.

Supervisor Haschak explained that because Dr. Doohan foresaw this designation, Mendocino County will be provided with more flexibility by the state. “Since we got out in front of it, we have a bit more flexibility,” he told us. “This was a good move by Dr. Doohan which I totally supported.”

Regarding the recent rise in cases, Haschak said, “The surge we are experiencing is very concerning. Obviously, we will have to abide by the state mandates for watch list counties such as distance learning for schools.”

Other than this designation officially triggering the distance learning requirement put forth by Governor Gavin Newsom, Haschak says that due to Dr. Doohan’s foresight the county will not face more restrictions.

In efforts to preemptively dial back certain sectors before the state forced Mendocino County to do so, Dr. Doohan issued the following changes to the county’s Health Order yesterday that went into effect at midnight:

[T]he following industries to shut down unless they can be modified to operate outside (under a canopy or other sun shelter for sufficient air movement) or by pick-up: gyms and fitness center; places of worship and cultural ceremonies, like weddings and funeral; offices for non-essential sectors; personal care services, like nail salons, body waxing and tattoo parlors; hair salons and barbershops; indoor shopping malls.

WHEN PLACED ON THE STATE WATCH LIST, A COUNTY IS SUBJECT TO THE RESTRICTIONS THE STATE HAS ESTABLISHED IN ORDER TO SLOW THE SPREAD OF COVID-19. AS OF JULY 24, 2020, DR. DOOHAN HAS ALREADY IMPLEMENTED THESE ADDITIONAL RESTRICTIONS IN OUR COUNTY PROACTIVELY, IN ORDER TO PREPARE FOR THIS PLACEMENT ON THE STATE WATCH LIST.

CRITERIA FOR STATE WATCH LIST PLACEMENT INCLUDES HAVING AT LEAST 100 NEW INFECTIONS OF COVID-19 PER 100,000 OVER A TIME PERIOD OF 14 DAYS. FOR MENDOCINO COUNTY AND ITS POPULATION OF 90,000 PEOPLE, THE TRIGGER PLACING US ON THIS WATCH LIST IS 90 NEW CASES IN 14 DAYS. AT THE TIME OF THIS PRESS RELEASE, OUR COUNTY HAS SEEN OVER 120 NEW CASES OF COVID-19 WITHIN THE LAST 14 DAYS. THE STATE HAS INFORMED MENDOCINO COUNTY THAT OUR COUNTY LEVEL DATA SHOWS A DOUBLING TIME OF 15 DAYS. THIS WOULD MEAN THAT WITHOUT INCREASING MITIGATION MEASURES, BY MID-AUGUST WE COULD SEE APPROXIMATELY 240 NEW CASES, AND BY EARLY SEPTEMBER, APPROXIMATELY 480 NEW CASES. 

THE UPDATED COUNTY SHELTER IN PLACE HEALTH ORDER, ISSUED ON JULY 24, 2020, MIRRORS STATE DIRECTION GIVEN TO COUNTIES WHO HAVE SURPASSED THE THREE CONSECUTIVE DAYS ON THE STATE WATCH LIST WITHOUT COVID-19 DATA IMPROVEMENT.
