What test is being used to determine that these people have an infection? PCR?

I think your questions are better addressed to Mendocino County Public Heath, as they’re the data source.
You are right, of course. But asking this question on this forum does alert readers to the PCR swindle. I know of no other test that is CDC/NIH sponsored. PCR is the “gold standard.”
The PCR test is incapable of isolating a specific virus pathogen.
