Unprocessed Ballots Pose Potential Changes in Mendocino County District Races

Mendocino County’s unprocessed ballots from the March 5, 2024, Presidential Primary will impact several district races. With thousands of votes yet to be counted, tight races are anticipated, leading to potential shifts in the current standings.

Mendocino County Assessor-County Clerk-Recorder Katrina Bartolomie announced Friday, March 8th, 2024, in line with standard election procedures, a portion of the ballots from the March 5, 2024, Presidential Primary are yet to be processed as part of the official canvass.

As of the latest update, there are 14,665 Vote By Mail ballots awaiting processing, along with 593 Conditional Provisional/Provisional ballots that are currently under review. The outstanding ballots will influence the outcome of contested races in the county, with the 1st Supervisor District race having 3,155 unprocessed ballots, the 2nd Supervisor District race with 2,414, and the 4th Supervisor District race with 3,194.

According to the latest election results update published by the County of Mendocino, Madeline Cline holds 58.93% of District 1’s processed ballots (871 votes) compared to runner-up Adam Gaska with 23.27% (344 votes). With 3,155 ballots still to be counted, there is considerable opportunity for either Cline to maintain her dominance or other candidates to edge toward her.

The 2nd District Race is tight with incumbent Mo Mulheren leading challenger Jacob Brown by a slim 23 votes. With 2,414 ballots left to be processed, the race at this point is neck and neck.

As for the 4th Supervisor District, Fort Bragg City Councilman, and Mayor Bernie Norvell received 81.20% of the processed votes thus far (1,559) as compared to his challenger Goergina Avila-Gorman’s showing of 18.80% (361 votes). There are still 3,194 ballots left from the 4th District to process. If the voting trend follows the first batch, there is a slim chance for an Avila-Gorman comeback.

Bartolomie emphasized that the deadline for receiving vote-by-mail ballots by mail is March 12, 2024, provided they are postmarked on or before Election Day and delivered to the election’s office by the US Postal Service or a private mail delivery company within seven days after Election Day. The updated results are expected to be released by 4 pm on March 12, 2024.

The Election Night Final Report initially accounted for 324 Poll Ballots and 7,094 Vote By Mail ballots. However, the Unprocessed Ballot Report now reveals a total of 15,258 ballots, which includes 14,665 Vote By Mail ballots received on or before Election Day, 582 Provisional Ballots, and 11 Conditional Voter Registration ballots. There are 135 Vote-by-Mail ballots requiring additional review for various reasons. All Poll Ballots were tabulated and reported in the Election Night Final Report.

State law mandates a 30-day timeframe to complete the canvass, and the Statement of Vote, detailing Final Official Results by precinct, will be made available at that time.
